Prediction market on metaculus. The [Save Our Bacon Act (H.R. 4673)](https://www.congress.gov/bill/119th-congress/house-bill/4673) was introduced by Rep. Ashley Hinson (R-IA) on July 23, 2025. It would prohibit states and localities from imposing production-process standards (e.g., minimum confinement space) on livestock products produced outside the state, effectively preempting [California's Proposition 12](https://en.wikipedia.org/wiki/2018_California_Proposition_12) and [Massachusetts' Question 3](https://en.wikipedia.org/wiki/2016_Massachusetts_Question_3). It is similar to the [EATS Act](https://www.congress.gov/bill/119th-congress/house-bill/4797) and traces back to the "[King Amendment](https://awionline.org/awi-quarterly/2013-fall/king-amendment%E2%80%99s-attack-state-animal-welfare-laws)" of earlier Congresses. On April 30, 2026, the House passed [the Farm, Food, and National Security Act of 2026](https://www.congress.gov/bill/119th-congress/house-bill/7567) (the 2026 Farm Bill) by 224–200, with Save Our Bacon language included. The Rules Committee blocked a bipartisan Luna–Costa amendment that would have stripped the language. The bill is now before the Senate, where Agriculture Committee Chairman John Boozman (R-AR) is shepherding consideration.
