Prediction market on metaculus. California's 2026 regular legislative session adjourned on August 31, 2026. Under Article IV, Section 3(b) of the California Constitution, the Governor may cause the Legislature to assemble in special session by proclamation stating the purpose, and legislation in that session is limited to the subjects specified. Newsom has used this power twice in recent years: in 2024 on gasoline prices, and in December 2024 to fund litigation against the incoming federal administration. On September 17, 2026, Newsom told [POLITICO](https://www.politico.com/news/2026/09/17/newsom-floats-special-session-or-executive-action-on-ai-01082216) he intends to take further action on AI safety before leaving office in January 2027, and that it could take the form of a special session, executive action, or steps by state agencies under existing authority. The following day he issued Executive Order N-9-26, directing the Government Operations Agency and Cal OES to recommend amendments to California's AI framework by November 16, 2026 — including onsite independent verifiers, independent verification of SB 53 filings, a verified "kill switch" for frontier models, and a broadened incident definition covering loss-of-control events. Note: a special session can be called alongside a regular session. The 2025–26 Legislature's term ends November 30, 2026. The new Legislature convenes in regular session on the first Monday in December 2026.
