What actions will I take to improve my dog run's chances at success?

Prediction market on manifold. I'm trying to use some futarchy to start a dog run. What actions will/should I take to make a dog run in my neighborhood happen, or at least feel like I didn't waste time attempting it. I will try to do things that are on the top of the list as I have time. I also reserve the right to N/A anything that I'm not going to do, can't do.
