Will Germany completely ban indoor smoking in restaurants before 2029?

Prediction market on manifold. Currently, only 3 federal states have completely banned indoor smoking in restaurants. The other 13 states permit smoking in designated rooms or if the restaurant has a floor area of less than 75 square meters. Will it be completely banned before 2029?
