The bill would impose an immediate federal moratorium on all new AI data center construction until Congress passes legislation addressing AI safety, worker protections, and energy costs. It also includes an export ban on AI computing infrastructure to countries without equivalent safeguards. Resolves YES if S.4214 or a substantively identical bill is passed by both chambers and sent to the President before January 3, 2027. Resolves NO otherwise.
